    Zoning Board The Zoning Board of Appeals (ZBA) typically meets every second Wednesday of the month (as needed) In general, the ZBA is the body established, with the purpose and authority to hear and decide most appeals from and to review any order, requirement, decision or determination made by the Building Inspector or any other officer, official or board charged with enforcement of the Zoning Law of the Village. There are two types of appeals to the ZBA: Interpretations of the Zoning Law – The ZBA may only be asked to interpret the law AFTER an administrative official has made a decision. The individual appealing a decision may believe that the administrative official was wrong in either issuing or not issuing the permit, or the individual may believe they were incorrectly cited for violating the Zoning law. Request for a Variance – The ZBA has the power to issue variances from the Zoning law. There are two types of variances: use and area. State law provide the ZBA with the authority to grant variances if the applicant can show that the applicable zoning regulations and restrictions have caused unnecessary hardship. The authority to grant use and area appeals is governed by Chapter 275 of Village Code.     Peace, Good Order and Nuisances The Village would like to maintain a peaceful environment for our residents. To avoid problems with your neighbors and/or the Village requires using good judgment. The following are the most common nuisances: Construction work that emits noise and disrupts peaceful respite is not permitted outside of the hours of 8:00 AM to 5:00 PM Monday through Friday. Construction work is prohibited on weekends. General pickup and deliveries are permitted within the hours of 8:00 AM and 5:00 PM. Every property owner is responsible for maintaining the right of way from the property line to the paved portion of the road by removing litter, dead growth, obstructions or any kind of unattractive nuisance. Emission of unreasonably loud noises is prohibited. Unauthorized real estate signs, contractor signs and garage/tag sale signs are not permitted. Unauthorized signs placed on a public right of way will be removed. Provisions can be made with Village Hall for placing simple For Sale signs, directional signs or garage/tag sale signs.   • Animal Control | Roslyn Harbor

    Dogs All dogs are required to be licensed and identified. Procedures for licensing dogs are available from the Town in which you reside and not the Village. A county police officer, village code official or township animal control officer may issue a citation for any matter where a dog is being a nuisance or is unrestrained. The V illage of Roslyn Harbor has a Dog Warden agreement with the Town of Oyster Bay. Please con tact them if you need to impound and shelter a do g. (516) 677-5784 A dog that barks or howls continuously outdoors for more than 15 minutes may constitute a violation of the Noise Code. Plastic bags with dog waste should not be tossed into storm water catch basins. Please dispose of all bagged waste in your own garbage receptacle. Coyote/Wildlife The Eastern coyote is firmly established in New York and are an integral part of our ecosystems. While most coyotes avoid interacting with people, some coyotes in suburbia become emboldened and appear to have lost their fear of people. Unintentional food sources attract coyotes and other wildlife, as well as increase risks to people and pets. Coyotes in residential areas can be attracted to human-created sources of food (i.e.: garbage or pet food) and begin to associate people with these food attractants. Below are steps you should take to reduce and prevent coyote problems from occurring. Do not allow coyotes to approach people, children, or pets. If you see a coyote, be aggressive in your behavior-stand tall and hold arms out to look large. If a coyote lingers for too long, then make loud noises and wave your arms. Teach children to appreciate coyotes from a distance; Children are a greatest risk of being injured. If a coyote has been observed repeatedly near an area where children frequent, be watchful. Do not feed coyotes and discourage others from doing so. Do not feed pets outside and eliminate availability of bird seed. Concentrations of birds and rodents that come to feeders can attract coyotes. Make any garbage inaccessible to coyotes and other animals. Do not allow pets to run free where coyotes frequent. Supervise all outdoor pets to keep them safe from coyotes and other wildlife, especially at sunset and at night. Remove brush and tall grass from around your property to reduce protective cover for coyotes. Coyotes are typically secretive and like areas where they can hide.     Gardening and Landscpaing Any contracted landscapers performing maintenance or design work on any property in the Village must have a Village landscape permit. Failure to obtain this permit will result in a ticket from the Village Code Enforcer. Landscaping functions may be performed by commercial landscapers and/or property owners between the hours of 8:00 AM and 5:00 PM Monday through Friday and on Saturday between 9:00 AM and 12:00 PM only. Commercial landscaping is not permitted on Sunday. All landscaping vehicles and trailers must park off the road without obstructing pedestrian access on sidewalks and shoulders. They should park on private property wherever it is possible to do so. Compost piles are permitted on private property provided they are appropriately placed, do not emit offensive odors and do not act as a potential harborage for rodents.     Sidewalks and Shoulders A sidewalk is defined as that area between the property line and the curb line of an abutting road. The improved or unimproved shoulder can be used by pedestrians. It is the responsibility of the abutting property owner to maintain that area free of all litter and attractive nuisances and to keep the area unobstructed.

    A new mobile-friendly outage map includes the number of customers in a selected area affected by an outage, estimated restoration time and cause of outage, if available. Visit https://outagemap.psegliny.com/ . MyAlerts, PSEG Long Island's text message service, can be used to report and receive status updates on an outage. This requires an account number, it's best to do it beforehand. To register, text REG to PSEGLI (773454) or visit the My Account section of the website www.psegliny.com/account . Once registered, to report an outage, simply text OUT to PSEGLI (773454). Save PSEG Long Island's 24-hour Electric Service number: 1-800-490-0075. If you have trees or branches touching or leaning on wires please call PSEG at (800) 490- 0025 .For safety reasons please assume all wires are high-voltage wires, energized and dangerous to touch, whether wires are covered or bare, on the pole or fallen to the ground, including telephone, fiber optic and cable wires. They may be in contact with energized electrical wires that are not within your view. To report downed electrical wires or outages please call PSEGLI at (800) 490-0075 or text to 773454. Do not approach or drive over a downed line and do not touch anything it might be in contact with. If a wire falls on or near your car, stay inside the car, call 911, and do not get out until PSEG Long Island de-energizes the line. If you MUST get out of the vehicle because it is on fire, jump as far as possible away from the vehicle, with both feet landing on the ground at the same time, and hop or shuffle away. All tree removals require a permit. In an emergency take a photo of the tree before it is removed and then submit with a completed tree removal application. Removing trees without a permit is a violation of Village Code. Gas Safety: National Grid is urging everyone to take precautions to avoid the potential hazards. The buildup of ice and snow around or over natural gas meters, regulators and pipes can pose a serious safety risk. Ice and snow falling from a roof can damage gas meters or service connections, resulting in potential gas leaks. If you smell gas – act fast. Get out immediately. Do not use the telephone or light switches for any reason. After leaving the house, call 911 or National Grid’s 24-hour gas emergency number 1-800-490-0045. Closely inspect areas around vents for snow and ice build-up and remove anything that is blocking those vents . Please make sure your carbon monoxide detectors are in working order. A working CO detector should be on every level of the home. If you suspect carbon monoxide is present in your home, go outside immediately and breathe deeply; then call 911. They symptoms of carbon monoxide poisoning, depending on the length of exposure, may include headaches, drowsiness, nausea, weakness, confusion, dizziness and fluttering of the heart or loss of muscle control. If symptoms are severe, get medical attention right away. SNOW PLOW INFORMATION MOVE ALL CARS INTO YOUR DRIVEWAY TO ALLOW ACCESS FOR SNOW PLOWS, EMERGENCY RESPONDERS AND TO PREVENT YOUR VEHICLE FROM BEING PLOWED IN. PLEASE UNDERSTAND SIGNIFICANT SNOWFALS REQUIRE SEVERAL PASS THROUGHS BY THE SNOW PLOWS DURING THE STORM AND THEN AGAIN AFTER THE STORM HAS STOPPED. ONCE THE ROADS ARE ADEQUATELY CLEARED AND WIDENED THE SNOW PLOWS WILL MAKE A FINAL PASS THROUGH THE VILLAGE.
