    Garbage/Recycling - Meadow Carting 516-338-0121 Pick Up Schedule: Homes North of Bryant Avenue: Mon, Wed, Fri Homes South of Bryant Avenue: Tues, Thurs, Sat Acceptable Waste/Garbage Waste generated from the normal day to day operations of the household and kitchen. This includes all food waste, fish, meats and vegetables, paper packages, etc. Garbage shall be stored in closed leak proof metallic or plastic containers and placed at the curb. No collection will be made inside the house or garage. Garbage is to be collected from one location only. A maximum of three (3), thirty-two (32) gallon cans (or 10 bags) none weighing more than 50 lbs., will be collected each day. Rubbish Waste generated from the normal maintenance of the household other than kitchen waste, yard waste and recyclables. Rubbish includes materials from the clean up of a closet, garage or attic and other similar items. Rubbish will be collected same days as your regular garbage collection. Rubbish should be stored in closed containers or tied when possible. Three (3), thirty-two (32) gallon cans or the equivalent, weighing no more than fifty (50) pounds per can of rubbish will be collected. Recycling Newspaper, must be separated from bottles, cans and plastics. The Roslyn Harbor Garbage District has implemented a recycling program for CORRUGATED CARDBOARD BOXES. All boxes must be flattened and newspapers should be tied securely into bundles for collection. Bottles and cans (#1,2,4,5 & 6 ONLY) should be placed in clear plastic bags (or blue recycling bins)/ RECYCLING WILL BE PICKED UP ON SAME DAYS AS YOUR REGULAR GARBAGE. Yard Waste Includes grass, leaves, hedge clippings and tree limbs. Hedge clippings and tree limbs tied securely into bundles no larger than two feet wide by four feet in length. Grass and leaves should be placed either loose (in a receptacle up to 32 gallons in size) or in Paper Lawn & Leaf Bags. All yard waste should be separated from regular garbage and weigh no more than fifty (50) pounds per bag or bundle, and are limited to no more than four (4) thirty-two (32) gallon cans or the equivalent, up to 50 pounds per container. Yard waste will be collected year round. CHRISTMAS TREES will be collected the first two weeks in January. LANDSCAPERS ARE REQUIRED BY LAW TO REMOVE ANY YARD WASTE CREATED AS THE RESULT OF THEIR COMMERCIAL ACTIVITY. Bulk Items/"White Goods" Includes furniture, mattresses, box springs, rugs and white metal items (hot water heaters, refrigerators, etc.). ONLY (1) . Doors must be removed from refrigerators and freezers. Rugs must be cut, tied no more then 4 ft long less then 50lbs limit to 3 rolls. If your regular pick up days fall on Monday, Wednesday & Friday, your bulk item will be collected on FRIDAYS. If your regular pick up days fall on Tuesday, Thursday & Saturday your bulk item will be collected on SATURDAYS. All Electronics must be brought to the Town of North Hempstead by the homeowner or recycled thorough a manufacturer sponsored take-back program. Hazardous Waste NO Hazardous waste, volatile materials, propane tanks, gas tanks, bricks, asphalt, concrete, granite, marble, toilets, stone and stoneware, lime, asbestos, automobile parts (engines, transmissions, rear ends, auto body parts, etc.) pipes, paint cans with liquid, infectious and/or biological waste, logs or wood longer than 3’feet and larger then 2” inches in diameter, chain link fencing and cables. Scrap lumber and other debris resulting from the construction or renovation of premises by Contractors. Dispose Hazardous Waste at: Town of North Hempstead Solid Waste Management Town of Oyster Bay S.T.O.P Program Holidays No garbage will be picked up on New Year's Day, MLK Day, President's Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans' Day, Thanksgiving Day and Christmas Day or any other day that the disposal facility is closed. When a scheduled pickup falls on a legal holiday or when the disposal facility is closed, it will be picked up on your next scheduled pickup day. Village reserves the right to not pick up or service a household that has repeat violations of the above provisions or that does not pay for service. Notification of violation Notes will be left on bags or cans by Meadow Carting if bags are too heavy, recyclables are not properly sorted, hazardous waste is included in bags, etc. so that homeowners can remedy the situation by the next pick up. If there are repeat offenses, the carter will note it in their log and contact the Village. If the Village is notified by the carter that there have been repeated problems with a particular household, the Village will send a written notification to the homeowner advising them of the Village fine for violations. The Village reserves the right to impose a fine of up to $500 and, for flagrant or repeated violations, suspend service after written notification. Recycling Video

    Zoning Board The Zoning Board of Appeals (ZBA) typically meets every second Wednesday of the month (as needed) In general, the ZBA is the body established, with the purpose and authority to hear and decide most appeals from and to review any order, requirement, decision or determination made by the Building Inspector or any other officer, official or board charged with enforcement of the Zoning Law of the Village. There are two types of appeals to the ZBA: Interpretations of the Zoning Law – The ZBA may only be asked to interpret the law AFTER an administrative official has made a decision. The individual appealing a decision may believe that the administrative official was wrong in either issuing or not issuing the permit, or the individual may believe they were incorrectly cited for violating the Zoning law. Request for a Variance – The ZBA has the power to issue variances from the Zoning law. There are two types of variances: use and area. State law provide the ZBA with the authority to grant variances if the applicant can show that the applicable zoning regulations and restrictions have caused unnecessary hardship. The authority to grant use and area appeals is governed by Chapter 275 of Village Code.     Planning Board Typically meets on the third Thursday of every month, as needed. The Planning Board has two main roles: Review Subdivisions - The Planning Board may approve, conditionally approve or disapprove subdivision plans for the purpose of providing for the orderly and wise development of the Village and affording adequate facilities for housing and transportation, distribution, comfort, convenience, safety and the health and welfare of its population. Subdivisions are governed by Chapter 232 of the Village Code. Review Site Plans - In order to ensure that future land use, development and construction activities within the Village will otherwise promote the health, safety, general welfare, comfort and convenience of the Village and its residents, site plans for new land use, development and construction activities proposed within the Village is reviewed by the Planning Board acting in the capacity of a site plan review board. Site plan reviews are governed by Chapter 210 of the Village Code.     Snow Plow Information Move all cars into your driveway to allow access for snow plows, emergency responders and to prevent your vehicle from being plowed in. Please understand that significant snow falls require several pass throughs by the snow plows during a storm and again after the storm has stopped. If you have a sidewalk, it is your responsibility to ensure that your sidewalk is shoveled and safe after a storm for pedestrian traffic. DO NOT PLOW YOUR PRIVATE PROPERTY ONTO VILLAGE ROADS.     Village Services and Information The Village of Roslyn Harbor is an incorporated municipality with its own rules and regulations. Located within the Village are two school districts, three fire districts, four postal districts, three water districts and one private water company. We have roads maintained by the county, state, village and private residents. Please feel free to contact the Village Clerk if you have questions about the districts/roads where your property is located. Altering your Property Permits are required for alterations to your property. Please call Village Hall to speak to or leave a message for the Village Building Inspector if you are considering any of the following: Construction Additions to or remodel of the interior of your home Adding accessory structures (for example, a deck, pool, or fence) to your home. Alterations to your land (widen your driveway, change the grade, remove a tree, etc.) Sanitary Discharge All parcels in the Village have on site sanitary discharge systems. If your property has a cesspool system and it fails, it must be upgraded to a septic system that consists of both a septic tank and either a leaching pool or tile field. Garbage/Recycling- see Garbage recycling page The Town of North Hempstead's Solid Waste Management Authority (SWMMA), located at 802 West Shore Road, Port Washington provides for disposal of hazardous waste several times a year through its Stop Throwing Out Pollutants Program (STOP). All Roslyn Harbor residents may use this facility. Town of Oyster Bay also has a STOP program whereby such pollutants can be thrown at various advertised locations. Click on your Town below to view their STOP Program. Town of North Hemptstead Town of Oyster Bay Street Light Repairs The street light fixtures are owned by the Village. The Village examines all lights at a minimum of once a month. If you see a broken street light please call Village Hall at 621-0368 and give the pole number or the house address in front of or across from, the location of the broken street lamp. Gardening and Landscaping Any contracted landscapers performing maintenance or design work on any property in the Village must have a Village landscape permit. Failure to obtain this permit will result in a ticket from the Village Code Enforcer. Landscaping functions may be performed by commercial landscapers and/or property owners between the hours of 8:00 AM and 6:00 PM Monday through Friday and on Saturday between 9:00 AM and 6:00 PM only. Commercial landscaping is not permitted on Sunday. All landscaping vehicles and trailers must park off the road without obstructing pedestrian access on sidewalks and shoulders. They should park on private property wherever it is possible to do so. Compost piles are permitted on private property provided they are appropriately placed, do not emit offensive odors and do not act as a potential harborage for rodents. Tree Removal A tree having a trunk of at least 22 inches in circumference may not be removed, destroyed or substantially altered except by authorization of a member of the Board of Review (also known as the tree committee). Applications for removal of trees with such a circumference, in any condition, are available at Village Hall. The Village will respond immediately if an emergency circumstance arises such as a tree which is in imminent danger of collapse. Peace, Good Order and Nuisances The Village would like to maintain a peaceful environment for our residents. To avoid problems with your neighbors and/or the Village requires using good judgment. The following are the most common nuisances: Construction work that emits noise and disrupts peaceful respite is not permitted outside of the hours of 8:00 AM to 5:00 PM Monday through Friday. Construction work is prohibited on weekends. General pickup and deliveries are permitted within the hours of 8:00 AM and 5:00 PM. Every property owner is responsible for maintaining the road shoulder that abuts their property by removing litter, dead growth, obstructions or any kind of unattractive nuisance. Emission of unreasonably loud noises is prohibited. Unauthorized real estate signs, contractor signs and garage/tag sale signs are not permitted. Unauthorized signs placed on a public right of way will be removed. Provisions can be made with Village Hall for placing simple For Sale signs, directional signs or garage/tag sale signs. Please contact Village Hall with any questions. Public Transportation and Commuter Parking Roslyn Harbor has two bus lines and one train station (Greenvale station). The N21 bus connects to the Port Washington train line and to the No.7 subway in Flushing. You may park in the lot at Greenvale train station with a valid Village parking permit or by using the parking meters. This lot is monitored 24 hours a day for compliance. Animal Control All dogs are required to be licensed and identified. Procedures for licensing dogs are available from the Town in which you reside and not the Village. A county police officer, village code official or township animal control officer may issue a citation for any matter where a dog is being a nuisance or is unrestrained. However only an animal control officer from the respective township may impound and shelter a dog. A dog that barks or howls continuously outdoors for more than 15 minutes may constitute a violation of the Noise Code. Plastic bags with dog waste should not be tossed into storm water catch basins. Please dispose of all bagged waste in your own garbage receptacle. Storm Water Discharge The village has initiated a comprehensive storm water management plan in accordance with New York State guidelines. Although full implementation may take many years, current policies are summarized as follows: Storm water from roofs and impervious surfaces from new construction and additions on your property must be discharged on the same site into an underground system. The most common method used is a dry well. Village owned enclosed storm sewers and catch basins will be cleaned on a scheduled basis. Nassau County maintains their basins and sumps. Those areas served by open ditches and private roads are not maintained by the Village. Sediment run off from private property onto public streets or into public storm drains is prohibited. This type of run off can contribute to pollution of Hempstead Harbor and is a violation of Village, County and State laws. Sidewalks and Shoulders A sidewalk is defined as that area between the property line and the curb line of an abutting road. The improved or unimproved shoulder can be used by pedestrians. It is the responsibility of the abutting property owner to maintain that area free of all litter and attractive nuisances and to keep the area unobstructed. Snow Removal and De-icing The Village stores its own de-icing material in bulk at a County Public Works Yard. A private contractor is selected, by bid, for plowing and spreading de-icing material on Village Roads only. The County, State and Township maintain their own roads. Private roads are maintained by the property owners. If you believe your property was damaged as a result of the plowing on a Village road, it should be reported immediately to Village Hall. The Village will examine the circumstances and convey the information directly to the contractor for a resolution. Swimming Pools A swimming pool is any structure containing an artificial body of water for swimming or recreational bathing, having a depth of two feet or more at any point. This includes above ground and in-ground pools, hot tubs and spas. The New York State Code covers the basic life safety regulations and inspections that are performed by the Village. The most common life safety issues that arise are the following: The perimeter of a pool must be screened with fencing a minimum of four feet in height. All fencing must be sufficiently smooth faced on the outside to avoid a toehold. Spacing at the bottom cannot exceed 2 inches. Spacing between vertical members cannot exceed 4 inches in width. The maximum mesh size for a chain link fence is 1.25 inches. Property line fences and walls, including the walls of a residence, are allowed under certain circumstances provided they meet code. An area containing a pool that is large enough to be used for other activities e.g. Children’s recreation area does require an interior separation as a safety barrier. All gates and doors that can lead to access of a pool must have self closing and self latching child proof devices. The Building Inspector may, under limited circumstances, allow for alternate devices that comply with the Code when implementing the above requirements are not possible.
